I believe the KDE font applet (where you can subpixel rendering on and
off) will set this file up for you.

I think the path up there is not quite right. See if you can find
that file and put the full path name in the include directive.
I have used:
<include>/etc/fonts/conf.d/no-bitmaps.conf</include>
but it doesn't work again...
