This is a good one :) Been having the same problem. Looking through other bugs, someone mentioned a problem with the PHP module. If you comment out the PHP4 module in modules.conf, start apache, uncomment the PHP4 module, then restart apache, it works! (Including PHP). The bug ticket I found this in is 224128. Fabio says it is a bug in PHP, not in apache, and that there are about 5 bugs open in PHP regarding this.
