Check your /etc/apache-ssl/modules.conf. Of course if you selected not to enable php4 the module won't be there. In case you were performing a non-interactive installation the module is enabled automatically. Regarding the config bits there will be no changes. That part comes from the apache upstream defaults. The config is meant to be a guideline and not a perfect match for all the possible systems.
