Turns out it wasn't a bug with apache2 after all (maintainer you can as well go ahead and close this bug).

Unfortunately, I'm not sure how I fixed the problem, but you might want to try these steps:

o use a2dismod to disable the cgi module, and a2end to re-enable it
o restart apache
o flush your browser cache completely and try again

Lemme know if you get it working. If not, I'll try to dig in deeper into what I did.
