I totally agree with the initial submitter of this bug. I just tried upgrading emacs21-nox and apt wanted to remove Apache2. It took a while to figure out that it was because emacs21-nox had stopped providing www-browser.
You don't need a web browser to run a web server! Cheers, Mark.
