Hi. We don't actually include all the apache modules in the apache package; this would be an awful maintenance burden. Instead we allow people to create their own packages, normally of the form libapache-mod-vhost-dbi, etc. So these can be RFP'd just like any other Debian package; see the instructions at http://www.debian.org/devel/wnpp/ for details.
