the current default for apache2 seems to be to start and stop it as Number 91 (in Runlevel 2,3,4,5 and 0,1,6 respectively). But this is later than halt or reboot are run, i.e. apache2 is never stopped the correct way. Normally if an application starts as 91 it should be stopped as 09.
