Debian apperently creates a binary with HARD_SERVER_LIMIT=4096 (or so), but installs include files that define HARD_SERVER_LIMIT=256 (the default). As some structures used by apache rely on the HARD_SERVER_LIMIT, this not only breaks modules using the apache api, it also provides them with bogus data (as structure offstes no longer work), which could create security problems.
