mod_bandwidth in debian is in version 2.0 (I think).
There exist version 2.0.6. It can be taken from
http://www.cohprog.com/mod_bandwidth.html -> Download -> FTP
(main site lists 2.0.4 as newest, Download section 2.0.5 and source says
2.0.6 :)).
Changelog against source in debian says:
10/14/00 - Minor bug fixed
12/15/00 - Bug fix when using mmap
08/29/01 - Add a directive to change the data directory

01/12/03 - Add MaxConnection directive to limit the number
of simultaneous connections.
The 08/29/01 change adds BandWidthDataDir that could be used to add
default directory path instead of current source patch approach.
Also currently there is no documentation for this module in debian.

configuration options.
