In fact it more or less is debian with a leaner package format and all the docs unused locales and other 'bloat' removed. And a dpkg replacement 'ipkg' which (at the expense of some simplification) uses a few tens of K of metadata and RAM. Or look at emdebian/emdebsys which generates a one-off functioning system of the smallest possible size, as opposed to one with live-installable/removable packages (like familiar or psilinux or debian itself). Emdebsys works with i386 and arm at the moment, so it might be worth checking out. RT on arm is a developing area. I am not ware of any mailing lists that talk about it specifically. I do know that KURT was the first to support arm in kernel 2.4, and RTAI now has arm support. RED-ICE have support but only for a 2.0 kernel last time I looked. Last time I asked, monta vista and lineo were 'working on it' and 'about to start working on it' respectively. This is all a few months ago so things will have moved on a little.
