It seems that xerces23, xerces24, and xerces25 are in state dep-wait on arm though they should not be as all their dependencies can be satisfied on arm. The information on buildd.net:

This dependency was replaced by one on libicu21-dev (which is already built on arm) in the most recent upload for all the packages.
