This is actually "normal". The arch-all packages are uploaded by the developer along with the arch-any packages. The packages get in sync when the source package is also build and uploaded on armel. This is not specific to this repository, it also happens regularly on official Debian architectures. The solution is to get gtk+2.0 built and uploaded on armel.
