Are you sure the authorized_keys file is in the right place on the
guruplug (/etc/dropbear/, not /etc/ssh/)?
I do not follow. I put the authorized_keys file in
/etc/initramfs-tools/root/.ssh
When I run update-initramfs and look in the new ramdisk I find the same
authorized_keys file in /root/.ssh.
