Multiarch is for something slighty different, multiarch is for having binaries that use different ABIs installed on the same system.

By giving raspbian a new architecture name (and hence probablly also a new triplet) we would be pretending that libraries that used the same ABI used different ABIs and thus make it so the only way to mix them would be to have complete duplicate library sets even though the libraries are in fact compatible.
