IIRC building guile on some of Debian's buildds kills them and requires DSA and local admins at our hosting partners to reboot them. I believe that since this was interfering with building other packages on armel, the buildd admins have disabled building guile-2.2 on armel. There are some new arm64 buildds coming online soonish that are likely to be used for armhf/armel too and so this restriction may be lifted at some point.
