Would only be true when it was a real problem. I doubt so, though. See below.
Libreoffice doesn't start at all. Tried with the standard libreoffice package
(in bookworm) and the backport version. I have installed libharfbuzz packages

works fine here. Both stable and the backport.

     libharfbuzz-icu0/stable,now 6.0.0+dfsg-3 amd64 [installed]
OpenType text shaping engine ICU backend

And that one contains it, definitely:

$ dpkg -L libharfbuzz-icu0
/.
/usr
/usr/lib
/usr/lib/x86_64-linux-gnu
/usr/lib/x86_64-linux-gnu/libharfbuzz-icu.so.0.60000.0
/usr/share
/usr/share/doc
/usr/share/doc/libharfbuzz-icu0
/usr/share/doc/libharfbuzz-icu0/changelog.Debian.gz
/usr/share/doc/libharfbuzz-icu0/changelog.gz
/usr/share/doc/libharfbuzz-icu0/copyright
/usr/lib/x86_64-linux-gnu/libharfbuzz-icu.so.0
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^

Did you loose it somehow?

Regards,

Rene
