As far as I know, blends are not based on read-only file systems, so
that must be some misunderstanding.

Anyway, to get what you want you add this line to /etc/fstab:

  tmpfs /tmp tmpfs defaults 0 0

We do this in Debian Edu, and have done it for a few years.
