I finally found the bug: I traced setupcons -k in error mode and it expects to find ckbcomp but unfortunately /usr is not mounted and ckbcomp is /usr/bin/ckbcomp
I traced the setupcons -k with set -x and it exist with doing anyting because it does not find ckbcomp in the path.
