I am not sure that consolekit is the right tool to manage access to the
serial port.
But users should be in group dip (able to start a remote network
connection) by default, not dialout (with raw access to a serial port).

FWIW, these are the "standard" groups used by udev on all distributions
which must alwayws exist:
disk, cdrom, floppy, tape, audio, video, lp, tty, dialout, kmem.
