The directory is in the dpkg file list. The contents should never persist outside of os-prober runs, unless os-prober is unable to umount temporarily mounted filesystems. Bug #569235 used to make os-prober leave /var/lib/os-prober/mount behind when it failed to probe, but has been fixed. -- see shy jo
