http://d-i.alioth.debian.org/manual/en.i386/ch04s03.html#usb-copy-flexible says explicitly that you can use a netinst image (in footnote 8 which is referenced when saying to get an ISO image at the bottom of section 4.3.2.2). And even if this were not documented, I think it is important that it works, as people will try it without reading the fine print. As chance would have it, I happen to have installed debian with a netinst off usb on my yeelong lemote last weekend. Though I didn't install a bootloader (it has PMON BIOS which can load the kernel without help), so I cannot confirm this bug myself.
