iw is the more capable tool for wireless configuration of all modern
Linux wireless drivers. Unfortunately we cannot yet remove the latter
since some older drivers do not support the nl80211 API.
crda is required for loading wireless regulatory information, without
which the kernel will default to the built-in 'world' regulatory
domain which has restricted channels and power levels.

This is more-or-less fixed: iw is now a dependency, and recommends crda.
