I just committed the relevant change, thanks for the notice. You may want to ensure that the Russian l10n team translates the new string so that installs that are run in Russian language will get the translated list of timezonoes.... the new string will appear in their PO files as of tomorrow if everything is OK owith synchronization daily scripts. (generally speaking, the Russian l10n team quickly copes with new strings in D-I, though)
