This bug did not show up on debian-boot ... texlive added additional Build-Depends somewhere in last versions for Chinese|Japanese|Korean PDFs (texlive-lang-chinese / texlive-lang-korean). Also see https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=961703 Fixed for installation-guide now. Tagging this bug as pending.
