No other steps were needed just wrote the image to the eMMC with balena and 
plugged it in.

Thanks for your report. FWIW we deal with installations that were
performed using the Debian Installer; I'm putting the maintainers of the
relevant Raspberry Pi tooling in copy.

You didn't need any extra DTB to get your CM4 to boot? Or did you skip
mentioning extra steps regarding the deployment of the raspi.debian.net
provided image?
