EXPN "somewhere sensible". It is completely insane to deliver e-mail to a mailbox belonging to root since root privileges would be necessary to do so, so some choice where to deliver e-mail must be made. Given these circumstances, the target should probably either be the account exim runs under (Debian-exim), or the system mail account. If you disagree, give another possibility.
