I can only explain this if you are in fact _not_ using the netinst CD but are using the businesscard CD (or floppies or netboot) instead. If you use the netinst CD in a default installation, there will be no question about mirror configuration and no configuration of APT before the reboot. If you really do see this with the netinst CD, please paste the exact URL of the image you are using and attach the syslog of the 1st stage installation because that would be a major bug.
