I cannot figure out how base-config uses debconf. No matter whether
I reconfigure debconf/priority or override the seeting with
$DEBIAN_PRIORITY, base-config always uses the priority used for the
installation.

Also, it seems that starting base-config (even with 'new') from the
command line always displays the menu, no matter what the priority
is set to.
