I'm not sure, but it should be not a part of the Debian-installer itself, but after the first reboot, when you have installed the base system, then the installation process continues asking you about root/user accounts and all the other stuffs. One question is how you want to install (better, upgrade?) the other packages: via HTTP, FTP, CD-Rom...

As I wrote on my installation report, I know that I can choose manual selection, but this is not user-friendly. Just IMHO, I mean, it could be an improvement, but not necessary.
