Localechooser checks for debian-installer/framebuffer. If is is set to false, only languages which have a 1 in the second field of languagelist are displayed. As I guess that there is no framebuffer used on serial console, I think we have a way to fix this bug that way. The only thing to so is setting debian-installer/framebuffer to false before running localechooser. I tested this feature only by setting the variable at boot prompt but I'm pretty sure it would work other ways as well. Currently, I have marked Latin1 languages with 1 and all others with 0.
