I mean that silo-installer can contain your finish.d hooks. Ofcourse
they will be run by partman before the base install.  In silo-installer
they will be better maintained than if they are in partman-target.

Actualy silo-installer already contains some finish.d hook for partman
but in debian/rules the line to install it is commented.

I am leaving up to silo-installer maintainers (Tollef Fog Heen and
Joshua Kwan) whether to implement the patch in silo-installer or to
reassign this bug back to partman-target.
