Including that file would/should[1] make it possible to install the ssh server with minimal effort. Regular installs can tick the ssh-server checkbox, automated install add ssh-sever to "tasksel". Neither of them need this way to escape to other tricks to install the SSH server as soon as possible after start-up. Cheers Geert Stappers [1] _should_ because I did not test it ...
