The debian.blueyonder.co.uk mirror in the latest daily build (as of 03/04/07) of the etch installer is obsolete. The installer fails to download initramfs-tools using this mirror (unauthenticated error). Additionally, a 302 Found was encountered when manually running apt-get update in the /target chroot. Once I changed this to debian.virginmedia.com, as is correctly listed on the debian mirror list (http://www.debian.org/mirror/mirrors_full), I could run apt-get update and apt-get install initramfs-tools without problems. The installation could not be completed as the /etc/apt/sources.list file is overwritten on the "Install Base System" step.
