Can you try it with:
Section "ServerLayout"
.....
Option "AllowEmptyInput" "off"
Option "AutoAddDevices" "off"
EndSection
(I have my x-org server compiled w/o HAL, but AFAIR it worked with this
options with HAL compiled in).
