even if /etc/kbdcontrol.conf says: | # Do not edit this file! It is automatically generated by kbdcontrol | # Use "dpkg-reconfigure kbdcontrol" instead. that's no reason to ignore policy. If I put say fr.iso.kbd instead of us.iso.kbd, running dpkg-reconfigure kbdcontrol should read the contents of this file and make fr.iso.kbd the default choise, rather than the previously-selected item stored in debconf (us.iso.kbd).
