As for "maintainer", well I'm just the one who's currently updating the packages. Unfortunately it seems that nobody else does. And I don't really have to decide anything about this. I won't write firmware loading patches, but if someone wants to he's free to do it. I think spending time writing code to split the drivers is pointless though.
