Ah, I see the confusion.

Although it's not obvious from the body, the subject says
"kfreebsd-9_9.0-10+deb70.4_kfreebsd-amd64.changes ACCEPTED into
proposed-updates->stable-new", with the "->stable-new" indicating it's
not gone to p-u directly.
