Seems like the script was buggy. So I just replaced it:
freebsd-utils (10.0-3) UNRELEASED; urgency=low
* Add 'sysctl -p' support. Replace /sbin/sysctl wrapper script with
actual binary.

Next upload sysctl should be working fine.
