I wouldn't call it "official", but I agree on the rest. Getting hurt by sid bugs is always a pain, and you can not have users that way. And having a port in the normal infrastructure flow helps a *lot* to get maintainers at least try to fix their packages, instead of leaving all the tudy to the porter team.
