-fno-wrapv doesn't seem to have an effect for me. Playing around with the other flags, it actually seems to be the large file support flags. configure determines that they aren't generally needed, so they aren't part of CFLAGS for most of the source files. However, PERL_CFLAGS does contain them. Lo and behold, configuring without --enable-perlinterp but adding "-D_LARGEFILE_SOURCE -D_FILE_OFFSET_BITS=64" to PERL_CFLAGS in src/auto/config.mk reproduces the issue.
