The debian apt-get install of foomatic-filters is failing.

/usr/lib/cups/filter/foomatic-rip -> ../../../bin/foomatic-rip
and the /usr/bin/foomatic-rip is not existant. 
when i rebuild the deb from scratch this problem goes away.

You must have somehow removed the file; it's quite certainly in the
Debian package.  Try:

apt-get --reinstall install foomatic-filters.
