Here's what I did:
1) Went to "Edit -> Preferences -> Language Settings"
2) Clicked on "Edit" to the right of the text box that says "English"
3) Selected German from the drop-down list, clicked on "Add"
4) Clicked on "Move Up" to make german the language of choice
5) Closed the "Edit" dialog; the text box now said "German, English"
6) Closed and opened the language dialog
It forgot my changes and English was again the only language.
So the second time, I did not close the language dialog; instead, I left it
open and hit "reload" in the browser. Even with the "German, English" text
box right on my screen at the same time, the language on the multilingual
webpage did not change to german as it should have.

Reading the discussion in Debian bug <http://bugs.debian.org/259858>,
it seems the bug is resolved (see upstream discussion at
<http://bugzilla.gnome.org/show_bug.cgi?id=3D147472>, this was a bug in
gconf).
Hence, I'm closing this bug in Debian, please re-open it if necessary.
