I use the following locale settings:

| LC_NUMERIC=C
| LC_TIME=C

However, Scribus displays its texts (menus, dialogs, etc.) in Finnish,
even though I have set LC_MESSAGES to C (i.e., the default English
locale). Other programs, such as Gimp or even "ls" do respect this,
giving English texts with the above settings and Finnish texts if I
unset LC_MESSAGES.

This is fixed in the 1.2.1-1 in the Unstable archive, but the bug wasn't
closed during the upload, so I am closing it manually.
