Run under LANG=en_GB.UTF-8 in an xterm, pppoeconf displays badly, e.g.
the box drawing characters show as accented letters.
Setting LANG=C cured the problem for me.

I use UTF-8 all the time, there is no such problem. The only thing I can
think of is a broken, missconfigured or UTF-8 incompatible terminal
emulator.

Exactly, your terminal emulator expects the Latin1 versions of that
characters and draws UTF-8 not correctly.
