Hi,
when one builds a module source one needs the Build-Depends for that
package. Subsequently the "GET Get or update the source package"
option should install Build-Depends on top of downloading the source
package.

It does not get source packages, thus there is no point in getting
Build-Depends (eg. I do not need doc generators, extra lib -devs for
various tools from the big source package, etc.pp.). The author of the
particular module-source packages has the full control over it. It is
even possible to install a control script that downloads the
Build-Depends or whatever you want (it is invoked by m-a when you use
its get command).
