Port 2641, the Handle protocol (RFC 3650, 3651 and 3652) is missing
from /etc/services.

I am not aware of a DFSG-free implementation of Handle but having its
port in /etc/services would make tcpdump on the Debian router nicer.

I do not consider it a suitable candidate for the default /etc/services
file: even if this is a standard port, the protocol is not on the
standards track, not widely used and not implemented in Debian.
