While the Filesystem Hierarchy Standard mandates applications must
survive deletion of the files in /var/cache, ``apt-get install
libpcap-dev'' brings up the following error:
> debconf: DbDriver "configdb" error: could not open
> /var/cache/debconf/config.dat
after I've deleted /var/cache/apt.
debconf should not suppose the files/directories in the /var/cache
hierarchy are present, and should recreate them if needed. See FHS,
section 5.2 for further discussion.

I think that that is stretching it a bit; there is a
distinction between files and directories in several places in the
FHS.

This is far beyond the scope of Debian policy; and, in any
case, a change of such magnitude must follow implementation.

Again, this is beyond the scope of policy. I would suggest
following this up with the authors of the FHS directly.
Since this is not really something that can be fixed in policy
