Server certificates cannot always be password-encrypted. However,
tinyca seems to not allow me to create certificates with an empty
password. It would be great if this could be fixed.

You can export your keys without passphrase.  So, while they are
passphrase-encrypted in the CA-store, the exported keys have no
passphrase and services can easily be started remotely.

I guess, I should put that into the (not yet existing) FAQ.
