cvsweb behaves much better with cvsgraph and enscript available,
offering substantial new functionality when cvsgraph and enscript are
present (see the default cvsweb.conf for details).
I believe that, as per the debian policy manual,
sec. "7.2 Binary Dependencies - Depends, Recommends, Suggests, Enhances,
Pre-Depends", it should declare a "Recommends" or at least a
"Suggests" dependency on cvsgraph and enscript. (Probably Recommends
for cvsgraph and suggests for enscript, given the current default
cvsweb.conf)

See also the current dependencies of the rival "viewcvs" that the
"cvsweb" package has the nerve to Suggest (instead itself :) ).

Maybe mod_perl is something to suggest as well, because
there are special mod_perl-related optimizations in cvsweb.

Please consider other things to be suggested as well (although these
might be less critical for an average user in the context of cvsweb):
zip, tar, gzip
