Don't know why to put there an icon, but despite the location in this
way the icon is not show on the dock for a normal user.

the files in ~/GNUstep/.AppInfo/WindowMaker/ are the app icon
image files .
Current Wmaker native programs does not copy their icons
files there by now. I only have kde, gnome, mozilla, ...
applications icons in there.
Either way this bug is not in current wmaker . The only
rationale are that you started wmaker as root and this file was
created by older wmaker, or that a NMU or a non debian pacakges
included this file by mistake from the builder configuration.
Also by now the WPrefs icon is in tiff format, not xpm. This may
help find out from which version this file comes out of
curiosity.
Either way this is just an image cache, thus this would not have
shown the application appicon by itself. Especially not on other
users desktop.
I close the bug as this is a user specific problem. You can
remove this file without causing any harm to wmaker if wanted.
